Purpose / Responsibilities: In the past the UCL has served as an advocate for the Libraries by keeping informed of and alerting the University community to library issues such as budgetary needs and priorities (e.g., the inadequacy of acquisition funding, rising serial costs, staffing and salary issues, space allocation and the accessibility of library materials, etc.) The committee also monitors the functioning of the Library Appeals Board.

Membership: The committee is composed of four faculty members serving overlapping two-year terms, four student members serving one-year terms, two staff members appointed by the Provost and serving overlapping two-year terms and one representative from the Graduate School appointed by the Dean of the Graduate School. At least one student member shall be a graduate student; one staff member shall be University Support Staff (USS) and the other shall be unclassified. The Committee shall also include the following non-voting, ex officio members: The Dean of the Libraries, the Law Librarian, one KU Library Support Staff (KULSS) member elected by the KULSS (who serves for two years), and one unclassified library staff member elected by the Library Faculty Assembly.

Frequency of meetings: The committee usually meets once a month during Fall and Spring semesters.
